3. Training of specialists on transportation of dangerous goods by road.

3.1. Training of consultants (advisors) on safety matters in accordance with the requirements of item 1.8.3 of the Rules of European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) (see the section “Training of advisors (consultants) on safe transportation of dangerous goods”). The Russian Federation acceded to the agreement ADR in 1994 (the Decree of the Government of the Russian Federation dated the 3rd of February, 1994, ? 76 “Concerning acceding of the Russian Federation to the European Agreement concerning the International Carriage of Dangerous Goods by Road”). Availability of a consultant (advisor) in staff of an enterprise carrying out carriage of dangerous goods by road is one of the main conditions for issuance of permits for international carriage of dangerous goods by road in accordance with the Order of RF Ministry of Transportation dated the 17th of April, 2007, ? 44 “On Approval of the Procedure of Issuance of Permits for International Carriage of Dangerous Goods By Road” and the Decree of Rostekhnadzor (Federal Service for Environmental, Technological and Nuclear Supervision) dated the 9th of January, 2008, ? ??-15(??) “On Approval of the Instructions For the Procedure of Issuance of Permits for International Carriage of Dangerous Goods By Road on the Territory of the Russian Federation”.
