1. Training of specialists on transportation of dangerous goods by sea and inland water transport.

1.1. Training of staff for the purposes of compliance with the license requirements and conditions in accordance with the following provisions approved by the Decree of the Government of the Russian Federation dated the 13th of August, 2006, ? 490 Concerning the Licensing of Certain Types of Activity in the Sphere of Marine and Inland Water Transport:

  • Concerning the Licensing of Transportation of Goods by Inland Water Transport (items 4?, 6?);
  • Concerning the Licensing of Loading and Unloading of Dangerous Goods in Sea Ports (items 5?, 7?);
  • Concerning the Licensing of Loading and Unloading of Dangerous Goods on Inland Water Transport (items 5?, 5?, 7?, 7?).

1.2. Training of shore staff in accordance with the provisions of chapter 1.3 of International Maritime Dangerous Goods Code (IMDG Code). These provisions are mandatory in accordance with the decision taken on the 84th session of Maritime Safety Committee which was carried out in May of 2008. In accordance with the definition of the IMDG Code, the shore staff includes both port staff, and all the participants of transport process; and one of the steps of this process is transportation by sea, regardless of enterprise location. The Russian Federation meets the requirements of the IMDG Code in accordance with the Decree of the Council of Ministers of the USSR dated the 2nd of November, 1979, ? 975 Concerning adoption of International Convention for Safety of Life at Sea by the USSR, 1974.

1.3. Training of vessel specialists in accordance with item 8.2.1 of the Rules of European Agreement concerning the International Carriage of Dangerous Goods on Inland Waterway (ADN). The Russian Federation acceded to the agreement ADN on the basis of the Decree of the Government of the Russian Federation dated the 12th of August, 2002, ? 590 at the suggestion of RF Ministry of Transportation. The agreement entered into force on the 29th of February, 2008, the Rules became mandatory since the 1st of March, 2009.

1.4. Training of consultants (advisors) on safety matters in accordance with the requirements of item 1.8.3 of the Rules of ADN (see section Training of advisors (consultants) on safe transportation of dangerous goods).
